Recently, the Department of Science and Technology of Heilongjiang Province announced the funding list for the 2024 Heilongjiang Provincial Natural Science Foundation projects. This year, our university has made significant progress in the application process, achieving a historic high in the number of approved projects. A total of 66 projects were granted funding, including 1 Outstanding Youth Science Fund, 2 key projects, 6 excellent youth projects, 19 joint guidance projects, and 38 joint fund projects. This represents an increase of 41 projects compared to the previous year, marking a crucial step in enhancing the university's research capabilities and promoting disciplinary development.

The Heilongjiang Provincial Natural Science Foundation consistently adheres to a demand-driven and goal-oriented approach, emphasizing original innovation and encouraging free exploration. It supports forward-looking and pioneering scientific research as the province's sole provincial-level basic research program. The foundation comprises various categories, including the Outstanding Youth Science Fund, Innovation Teams, Key Projects, Excellent Youth Projects, and Joint Guidance Projects, with the addition of Joint Fund Projects this year. The university has prioritized these applications through meticulous planning, signing a joint fund cooperation agreement with the provincial Department of Science and Technology and contributing 2.1 million yuan to co-fund joint projects. Proactive measures included issuing pre-notices two weeks before the official application period to mobilize departments, implementing strict quality control through preliminary screening mechanisms, and ensuring rigorous internal reviews of application materials.

In the future, the university will leverage its "Heilongjiang University Academic Excellence Plan" to capitalize on its strengths in fundamental research. By adopting a "pre-research, pre-application, and pre-evaluation" management model, it will continue organized applications for science and engineering projects to enhance competitiveness. While maintaining application quality, the institution will explore untapped potential to expand the application pool. The number of approved projects will be incorporated into colleges' value-added evaluation metrics, granting departments greater autonomy in research management to achieve "dual improvements" in both the quantity and success rate of science and engineering project applications.
