On October 8th, a cooperation framework agreementwas signed between HeilongjiangUniversity（HLJU）andRenmin University of China（RUC）. Lin Shangli,the presidentof RUC,andZheng Xinye，the vicepresidentof RUC, along with Wang Jingbo, the presidentofHLJUandYu Wenxiu,the vicepresidentofHLJU, attended the signing ceremony.

At the ceremony, Yu Wenxiu and Zheng Xinye,on behalf of their respective institutions,signed the cooperation framework agreement.

The two universities willmake joint effort in in educational developmentanddistinctivedisciplinestoengagein-depth cooperation in the areas of talent cultivation and joint research in Manchu studies and Qing Dynasty history, as well as researchonRussia andconstuction ofthink tanks. This cooperationaims to advance the high-quality development of higher education and bettercontribute tothe overall national development,in ordertopromotethe modernization of Heilongjiang Province.

Wang Jingbo said that the signing of this cooperation framework agreement not onlyshows thatthe two universitieshave actedontheguiding principlesof the Third Plenary Session of the 20th Central Committee of the Party and the National Education Conference, but also represents a vivid practice of building a community that enjoys a high-quality development and empowering theconstrutionof a powerful country in education.The two sides are expected totaking this signing as an opportunity and fully leveragingtheir own advantages and characteristicstocontinuously promote coordinated development and achieve win-win results, as well as deepen cooperation in talent cultivation, scientific research, discipline development, faculty building, and theconstructionof international communication capacity, for the sake of the better fulfillment of the mission of the times to meet the strategic needs of the country and accelerate the building of China's independent knowledge system.

Lin Shangli said that both Renmin University of China and Heilongjiang Universitydeveloped from Yan'an(Shannxi province)in the flames of the Anti-Japanese War, and theybothshoulder the important mission ofadvancing Chinese modernization with the high-quality development of higher education. The signing of this cooperation framework agreement not only meets the strategic needs of the country to promote the all-round revitalization of NortheastChinain the new era, but also conforms to the inherentrequirements ofstrengthening China’s educationand promoting the high-quality development of higher education.It is expected that the two universities will take this opportunity to communicate closely, cooperate efficiently and work together,further expandingthe space for inter-university cooperation, promotingthe complementationof advantageous resources, andfacilitatingthe integrated development of education, science and technology and talents. The aim of these initiatives is tocontribute educational strength to promoting the construction of a powerful country and the great rejuvenation of the Chinese nationthrough aChinesepath tomodernization.
